Six months after the candidate is hired, a more thorough background check reveals that the university never existed.
This type of academic fraud can be difficult to detect. Diploma mills have evolved into sophisticated global operations with realistic websites, fabricated accreditation agencies, professional-looking academic records, and call centers prepared to “confirm” a graduate’s information.
For universities, employers, and licensing boards, this creates an important challenge. Academic credentials cannot always be accepted based on appearance alone. They must be reviewed carefully to confirm that the institution is recognized, the documents are authentic, and the individual earned the qualification being presented.

What Is a Diploma Mill?

The meaning of “diploma mill” reflects how these operations work: degrees are manufactured and sold like products rather than earned through recognized study.
Some diploma mills offer complete credential packages that include diplomas, transcripts, recommendation letters, and access to a verification service. These materials may be delivered within weeks, even when the individual has not attended classes, completed assignments, or met established academic requirements.
Related operations may include certificate mills, which sell questionable or fraudulent professional certificates, and accreditation mills, which provide false accreditation to make unrecognized institutions appear legitimate.
It is important to distinguish diploma mills from legitimate online universities. Recognized online institutions require real coursework and operate under appropriate accreditation or government-recognition standards. The delivery format is not what determines whether an institution is legitimate. Its recognition, academic requirements, and authority to award degrees are what matter.
There is no such thing as a legitimately accredited diploma mill.
Warning Signs of Fake Universities
Fake universities and fraudulent academic records are not always easy to identify by appearance. A diploma may include professional printing, official-looking seals, signatures, and other features that create the impression of legitimacy.

What Is Degree Verification?
Degree verification is the process of confirming that an academic credential is genuine and accurately represents an individual’s education.
A complete degree verification may confirm that:
- The institution exists and is officially recognized
- The institution was authorized to award the qualification
- The individual attended the institution
- The individual completed the stated program
- The degree title and field of study are accurate
- The graduation date matches the institution’s records
- Any honors or distinctions were officially awarded
- The documents were issued by an authorized source
Degree verification is a central part of an education background check, but it is different from credential evaluation.
Degree verification asks: Is this credential authentic?
Credential evaluation asks: How does this credential compare with a degree or level of education in the United States?
For international credentials, these two processes work together. Before a U.S. equivalency can be assigned, the evaluator must first determine whether the institution is recognized and whether the academic records are credible.
